Isakson & Roe Requirements
Section 1018 of Public Law 116-315
Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020, adds new requirements for educational institutions participating in the educational assistance programs of the Department of Veterans Affairs (VA). These new provisions became effective June 15, 2021 and will apply to Institutions of Higher Learning and Non-College Degree institutions beginning August 1, 2021. Many of the requirements are consistent with the requirements of the Principles of Excellence, currently in Executive Order 13607; however, there are requirements in addition to those embodied in the Principles of Excellence which schools must also satisfy to maintain approval for GI Bill® participation.
Schools must provide a covered individual (a student using benefits under chapter 30, 31, 32, 33, or 35 of title 38, U.S.C., or chapter 1606 of title 10, U.S.C.) with a personalized shopping sheet that contains:
Estimated total cost of the course that includes tuition, fees, books, supplies and any other additional costs.

The estimated budget for students is called the Cost of Attendance. For each student, the Financial Aid Office calculates a Cost of Attendance based on tuition, fees, room & board, transportation and miscellaneous expenses associated with attending Waynesville Career Center. This is only an estimate. A student’s actual cost may vary based on their individual information.
Other types of Federal financial aid, not administered by VA that is offered by the institution, that the individual may be qualified to receive.

After completing any one year or less program at Waynesville Career Center, students’ maximum amount of loan debt would be as follows depending on what each student qualifies for based on their FAFSA status.

Waynesville Career Center does not accept any transfer credits/hours from any other institution.
The Practical Nursing Program & CNA programs do not accept transfer credits/hours.
The Cosmetology program does not accept transfer credit/hours. However there are exceptions that may apply. Please refer to the Adult Student Handbook, page 10-11 and/or the Financial Aid Handbook, page 24, for the exceptions.
Any additional requirements including training, experience, or examinations that are required to obtain a license, certification or approval for which the course of education prepares the individual.
The Waynesville Career Center Practical Nursing students will take the NCLEX exam for their licensure once they have successfully completed the program.
The Waynesville Career Center Cosmetology students will take the Missouri State Board of Cosmetology & Barber Examiners Exam for licensure once they have successfully completed the program.
The Waynesville Career Center CNA students will take the written and practicum examination to receive their Missouri State CNA Certification.
It is possible there will be other program specific certifications available to enrolled students during the program, such as, OSHA, ASE, etc., depending on the program enrolled.
The Financial Aid Shopping Sheet
A model aid shopping sheet designed to simplify the information that prospective students receive about costs and financial aid so they can easily compare institutions and make informed decisions about where to attend school. Schools must maintain policies that:
Inform an enrolled covered individual of the availability of federal financial aid, not administered by VA that is offered by the institution.
All students enrolling in programs offered by Waynesville Career Center are required to meet with the Financial Aid Office as part of the enrollment process. The Financial Aid Office will go over all forms of student aid available to the individual student. Student aid programs that Waynesville Career Center participates in are outlined in the Financial Aid Handbook pages 11-12 and in the Consumer Information starting on page 23.
Alert the individual of the potential eligibility for other federal financial aid before packaging or arranging student loans or alternative financing.
The Financial Aid Office will notify the student of all federal and state financial aid available to the student before considering student loans. A student’s aid package is constructed to utilize non-repayable resources first. All aid a student receives must be reported to the Financial Aid Office to prevent over-awards and/or over-payments. Students choosing to utilize student loans are required to complete entrance counseling prior to the first disbursement of their loan proceeds. Financial Aid resources and packaging information is outlined in the Financial Aid Handbook pages 11-12 and in the Consumer Information starting on page 23.
Prohibit automatic renewal of a covered individual in a course and/or programs.
Ensure each covered individual approves of the enrollment in a course.
In order for a student to be enrolled in a course/program, the student must complete the application process for that specific program. Students are required to complete an Interest Inventory and interview with the Adult Education Director and instructor of the program they are requesting enrollment in prior to the beginning of school.
Allow enrolled members of the Armed Forces, including reserve components and National Guard to be readmitted if such members are temporarily unavailable or must suspend enrollment by reason of serving in the Armed Forces.
Accommodate short absences for such services in the Armed Forces.
Leave of Absence Policy – A leave of Absence (LOA) is an approved period of time during a program when the student is not in attendance. An LOA will be allowed for activation to military duty only and cannot exceed 180 days. In order to be granted a LOA the student must make a written request and provide a copy of the military orders. Any student requesting a LOA must be earning a passing grade and be in compliance with the attendance policy at the time of request.
Practical Nursing Conditions of return:
LOA of 30 days or less: The student may return to the current class. The student is responsible for making up any missed work in order to integrate back into the program. The student must complete all requirements before they will be considered for graduation.
LOA of more than 30 but less than 180 days: The student will not be allowed to return to the current class but will be allowed to start the next class where they left off. Tuition will be prorated.
LOA of more than 180 days: The student will be required to reapply for the next available program.
Schools must provide covered individuals the requirements for graduation and a graduation timeline.
Waynesville Career Center operates on clock hours. The timeline for each program is determined by the number of clock hours required. Graduation requirements are outlined in the Adult Student Handbook, including attendance and academic requirements. Students are given a calendar for their program with start and end dates.
Accredited education institutions agree to obtain approval of the respective accrediting agency for each new course or program.
Waynesville Career Center offers fifteen career and technical education programs to adult learners. These programs are included in the school’s accreditation by the Commission of the Council on Occupational Education, and are approved by the Missouri Department of Elementary & Secondary Education. Additionally, WCC’s Practical Nursing Program is accredited by the Missouri State Board of Nursing. WCC’s Cosmetology Program is accredited by the Missouri State Board of Cosmetology.
Schools must designate an employee of the educational institution to serve as a point of contact for covered individuals and family members seeking assistance with:
